The buck stops with Rudd?

When mistakes are made that involve the Howard government and inquiries find that Prime Minister Howard did not know or was unaware, the Howard haters here are always quick to rake him over the coals saying, the buck stops with him, he must take responsibility.
Mr Rudd, who appears as a regular guest on Channel 7's Sunrise program, furiously denied reports last weekend that he or anyone in his office was involved in the plan to hold a dawn service in Vietnam at 4am local time to capture peak morning ratings in Australia.

Mr Rudd went on the attack after The Sunday Telegraph broke the story of the planned fake service last week, slamming suggestions that he or his office was involved in the Sunrise stunt as "absolutely false and without foundation."

"Neither I, nor anyone from my office, has spoken to or had conversation with anyone whatsoever about requesting the changing of the dawn service time at Long Tan in Vietnam or anywhere else," he said.

But emails obtained by The Daily Telegraph show Mr Rudd's personal secretary Mary Mawhinney was directly warned that the plan would offend Vietnam veterans two weeks before the story broke.

Mr Rudd's chief political adviser, Alister Jordan, is copied into one of the series of emails discussing the plan, while a "Mr Banks" – believed to be chief-of-staff Simon Banks – is referred to in another as a contact for further discussions. It now appears his office was intimately aware of the plan – although there is no evidence that Mr Rudd was behind it. Source.
So are we allowed to rake Kevin Rudd over the coals for it? After all his office knew, and why should he let someone else to take the blame for it, come on now the buck has to stop with him. Or does that only apply to the hated Howard.
